proposed House Cup structure change

As stated in response to the 2019 sitewide survey, staff has been in discussion around ways to refine the House Cup structure. We would like member feedback on the following proposal:

For the 2020-2021 House Cup, the reviewing event and FROG awards would be moved to the summer months in place of the finale event. This would end the House Cup year on a positive note regardless of house point standing through a celebration of the site's best writing, and would free up the January-March months for lower stress activities. House awards could be held at the same time of year, though that would fall before the sitewide FROG awards instead of after.
